PPWR Packaging Compliance and Product Data: What to Model in Your PIM (plus EUDR and FSMA 204)
Stephan Spijkers · 2026-10-17 · 11 min read
Three SKUs share one folding carton. The supplier emails a new spec with higher recycled content. Marketing updates the recycling icons. Sales keeps quoting last year's weights. Months later a customer asks for the declaration of conformity that matched the carton on the day it shipped, and nobody can find it. That is the PPWR in practice: less a legal briefing than a question about who can prove what. This guide replaces several earlier articles on the PPWR, and adds EUDR and FSMA 204 where they ask for the same discipline.
What the PPWR is and what changes
The Packaging and Packaging Waste Regulation (Regulation (EU) 2025/40) replaces the 1994 Packaging and Packaging Waste Directive. A directive had to be written into 27 national laws, which left a patchwork of systems and data demands. A regulation applies directly, so the same core rules and data fields hold in every member state. National law still matters for enforcement and for the fee schemes of extended producer responsibility (EPR). In Germany, for example, the new VerpackDG replaces the old VerpackG, as Viamedici notes.
The regulation builds on the Single-Use Plastics Directive without overriding it. In concrete terms it pushes for:
- Substance limits. Restrictions on heavy metals and on PFAS, especially in food-contact packaging, with proof through supplier documentation.
- Recyclability and design for recycling. Packaging must be designed for recycling and be recyclable at scale, graded by performance.
- Recycled content. Minimum shares for plastic packaging.
- Reuse and refill. Targets for certain sectors.
- Labelling. Harmonised labels that tie the physical pack to machine-readable information.
- Documentation. An EU declaration of conformity and technical documentation per packaging type, signed by a named person.
11 February 2025
In force
The regulation enters into force.
12 August 2026
Applies in every member state
The core duties apply directly: roles, identification of packaging types and batches, manufacturer details, declaration of conformity and technical documentation, evidence for environmental claims, and the substance rules. The Commission has not postponed this date.
From 2028
Delegated acts and harmonised labels
The Commission must adopt delegated acts on design for recycling and the recyclability grades by 1 January 2028. Harmonised material-composition labels apply no earlier than 12 August 2028, or 24 months after the relevant implementing acts.
From 2030
Recycled content and grades
Recycled-content quotas for plastic packaging start in 2030 and rise after that. From 1 January 2030, or 24 months after the design-for-recycling acts, only packaging graded A, B or C may be placed on the market. From 1 January 2038 only A and B.
These dates follow the regulation as summarised by Viamedici and SyncForce. Confirm each one against the article in the EUR-Lex text before you plan against it: the 2028 and 2030 triggers depend on acts that the Commission has yet to adopt.
Who owns packaging compliance
The PPWR does not ask whether you are compliant. It asks which role you play for this packaging, and whether you can prove it. That changes per packaging system, per market, and sometimes per supplier on the same pallet.
- The role is decided per packaging system. A brand owner is the manufacturer of the sales packaging it specifies and brands. The outer transport carton it bought from a supplier outside the EU may belong to that supplier. One pallet can have two manufacturers. Identify the role for each packaging system, instead of assuming it from your general position in the market.
- Producer for fee purposes follows market placement. Under the old rules the brand on the label paid. Under the PPWR the producer is whoever first places the packaging on the market in a member state. That can be a distributor or importer, even when the logo stays the same, and it can differ by country for the same product.
- The declaration of conformity is a personal commitment. The named signatory carries individual responsibility. A portfolio of 5,000 sales units can sit on top of several hundred distinct packaging systems once you map them, according to SyncForce, so manual review buys time but does not replace a governed process.
- Legal signs, data proves. Legal or regulatory affairs signs the conformity assessment. The packaging data owner makes sure the underlying composition, weights, certificates and versions are right and traceable.
In our sessions with SyncForce, three points reduced wasted effort. A packaging system ID does not need to be printed on each pack: a GTIN link to the system record is enough. Compliance data is an internal document held for authorities, not something to expose to consumers. And the regulation registers producers as legal entities, not individual packaging systems. Verify these against the article and the Commission's guidance for your case.
Name one owner for "packaging truth". Packaging specs often live in PLM or ERP while the PIM owns the commercial content. Our PLM and PIM integration guide covers how released engineering data should reach the commercial record once.
What data to model
Flat product records, with "packaging" as a few fields, do not carry this. The compliance object is a hierarchy: sales units, group packaging, master packaging, packaging elements, composite materials and material lines, each with weights, form factors, recycled content and attached evidence.
Model these in the PIM:
- Packaging entity. Primary, secondary and tertiary packaging, as its own object with its own identifier, linked to every product and market that uses it.
- Material lines. Material, coatings, adhesives and inks per component, from controlled lists. Do not use free text where a regulator expects comparability.
- Recycled content. Percentage by material and component, with versioning over time.
- Substances of concern and PFAS. Values and the supplier evidence behind them. Recycled feedstock can introduce substances that virgin material did not have, so declarations tied to that material must update.
- Recyclability. Two separate facts: whether the material line is designed for recycling, and the outcome per country or region. The same pack can be recyclable in one market and downgraded in another because the local sorting cannot handle a component. A grade is a conclusion built from composition, assessment and market outcome, not a checkbox.
- Label text and artwork. Market-specific label copy, tied to the packaging configuration it describes. A label redesign is not a new compliance event; a different polymer or cap is.
- Declaration of conformity and technical file. Linked to the packaging ID, with the version valid on the ship date.
- Roles. The role you play for each packaging system and market.
Treat "Unknown" as a risk, not a default. If a material line is unknown, exclude its weight from recyclable totals and show it in a completeness dashboard. A KPI such as the share of packaging weight with a full recyclability assessment is more honest than a green icon. Until the official criteria arrive, ISO 18604 and EN 13430 are the shared reference for material recycling, and a design-for-recycling indicator per material line built on them can map into the official grades later.
PPWR and EPR lean on overlapping data for different proofs. EPR defines financial responsibility once packaging enters the waste stream, calculated per unit and varied per country. The PPWR is a market-access requirement for the packaging itself. Keep the two apart in the model: one product can carry several EPR declarations across markets but only one PPWR declaration of conformity. For the product-level counterpart, see the Digital Product Passport guide. There is no separate packaging passport; the passport covers the product, PPWR covers the pack, and both draw on one data foundation.
How to prepare
Name a packaging data owner
Packaging is not a labeling project owned by packaging development alone. Put packaging development, regulatory, IT and master data around one table, with one named owner.
Inventory where the data lives
List where composition, weights, recycled content, PFAS evidence, label copy and declarations sit today: PLM, ERP, supplier emails, shared drives.
Identify your role per packaging system
Map each packaging system to the role you hold and the markets where you place it. Include imports.
Move packaging onto its own linked record
Create the packaging entity with mandatory fields that block approval when empty. Link it to products, suppliers and markets.
Version supplier updates and tie the evidence
A supplier update creates a new version instead of overwriting a cell. Attach declarations and lab reports to the packaging ID, in a DAM if you run one.
Automate distribution last
Once the record is right, push current values to ERP, reporting and portals. Do not automate bad data. See our guide to product data quality and governance.
Ask your PIM vendor to show how it models a packaging entity, material lines, versions and a completeness view. Vendors in our directory that work on packaging data include SyncForce and Viamedici. Match any shortlist against your own packaging hierarchy; see how to select the right PIM.
EUDR: origin data for forest-risk commodities
The EU Deforestation Regulation (Regulation (EU) 2023/1115) covers cattle, cocoa, coffee, oil palm, rubber, soya and wood, and products made from them. Operators must carry out due diligence to show the product is deforestation-free and legally produced. For product data the point is traceable origin: where the commodity was produced, and a record that links the finished product back to it.
Application dates have been postponed more than once, so this page does not state one. Use the Commission's deforestation regulation page for the current dates and the latest simplification changes.
In a PIM, that means origin and supplier attributes at the product or ingredient level, supplier declarations and certificates linked as evidence, and a reference to the due diligence statement. As with packaging, the hard part is supplier collaboration: fragmented supplier data is the common failure, not the lack of a field. A PIM stores and publishes the record; it does not do the due diligence for you.
FSMA 204: lot-level traceability in food
FSMA Rule 204 is the US Food and Drug Administration's food traceability rule. For foods on the FDA's Food Traceability List, companies keep key data elements for critical tracking events, and the Traceability Lot Code (TLC) is the element that has to stay consistent through the chain. The point is that the FDA can follow a product in days instead of months when it investigates an outbreak or runs a recall.
The original compliance date was 20 January 2026. The FDA has since extended it, so check the FDA's page on the rule for the current date. Amy Behm of GS1 US advised, in an interview with Food Dive, to put basic GS1 standards in place and agree the data with trading partners. Unique location identifiers matter: one code for headquarters does not tell you which facility or field was involved, while a location ID lets you fence off a contamination. A PIM is where much of that product record already has to live. For the food sector as a whole, see PIM for food and beverage.
Sustainability data in general
Packaging, origin and passport data share a base: a store for materials, packaging, certifications and end-of-life facts. When that sits in a PIM, stakeholders read the same figures, duplicates drop, and the label, site and marketing copy match. Suppliers can be compared on sustainability credentials before you award business. Claims you publish are only as good as the evidence you can trace behind them, which is the same discipline all three regulations demand.

Frequently asked questions
What is the PPWR?
The Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40. It replaces the old Packaging Directive with a rule that applies directly in every member state. It entered into force on 11 February 2025 and applies from 12 August 2026.
When does the PPWR apply?
The regulation applies from 12 August 2026. Several duties start later: harmonised labelling no earlier than 12 August 2028, recycled-content targets for plastic packaging from 2030, and recyclability grades from 2030 onward. Check each article on EUR-Lex for the exact trigger.
Who is responsible for packaging compliance under the PPWR?
The role is decided per packaging system, not per company. The same business can be the manufacturer of one packaging system and only the importer of another. The producer for fee purposes is whoever first places the packaging on the market in a member state.
What packaging data does a PIM need to hold?
Packaging as its own record: type and hierarchy, material lines with weights, recycled content, substances of concern, recyclability, label text, and the declaration of conformity with its evidence. Link it to the products, suppliers and markets that use it.
What is the difference between PPWR and EPR?
EPR sets financial responsibility once packaging becomes waste, and fees differ per country. The PPWR is a market-access rule for the packaging itself. One product can have several EPR declarations across markets but only one PPWR declaration of conformity.
Does the PPWR create a packaging passport?
No. The Digital Product Passport covers the product under the ESPR. The PPWR has its own duties for packaging, such as the declaration of conformity and labelling. The two draw on the same material and supplier data.
What does the EUDR ask of product data?
For products with cattle, cocoa, coffee, oil palm, rubber, soya or wood, operators must do due diligence and keep traceable origin data, including where the commodity was produced. Application dates have moved more than once, so check the Commission's page for the current date.
What is FSMA 204?
The FDA's food traceability rule under the US Food Safety Modernization Act. For foods on the Food Traceability List, companies keep key data elements for critical tracking events and share them quickly. The compliance date was extended beyond the original 20 January 2026.
